If the feature already has placement methods, it is possible to add a promote method by right-clicking the feature and selecting Insert > Promote Feature Metadata.

This will add a Promote Method to the list of methods for that feature.

To include this method in the Command Manager list, select Update Command Manager List from the User Interface > Command Manager node. To differentiate the various placement methods, it may be helpful to use the Include Method Name in Labels option.
